If you’re shipping:

         

Limited Quantity by Aircraft-

            Package must withstand with no damage:

  • Drop Test – 1.2 meter drop with no outer damage and no inner leakage.
  • Stacking Test – 3 meters (10 feet) high without breakage or leakage for 24 hours.
  • Vibration Test – For one hour at a frequency that allows the package to be raised from the platform so that a piece of material 1.6 mm (0.063 in) thickness can fit between.
  • Pressure Test – No less than:
    •  75 kPa (11 psig) for liquids in packing group III of Class 3 or Division 6.1
    •  95 kPa (14 psig) for other liquids

         

Excepted Quantity-

            Package must withstand with no damage

  • Drop Test – 5.9 feet (1.8 meters)
  • Stacking Test – Minimum height of 10 feet (3 meters) for 24 hours
  • Vibration Test – For one hour at a frequency that allows the package to be raised from the platform so that a piece of material 1.6 mm (0.063 in) thickness can fit between.
  • Class 7 (Radioactive) needs Vibration Test and Pressure Test to 95 kPa (13.8 psi)
  • Pressure Test – No less than:
    • 250 kPa (36 psig) for liquids in packing group I
    • 80 kPa (12 psig) for liquids in packing group III Class 3 or Division 6.1
    • 100 kPa (14 psig) for other liquids

         

Small Quantity-

            Package must withstand with no damage

  • Drop Test – 5.9 feet (1.8 meters) without breaking or leaking
  • Stacking Test – minimum height of 10 feet (3 meters) for 24 hour period.
  • pressure test for liquids to 95 kPa (13.8 psi)
  • Vibration Test – For one hour at a frequency that allows the package to be raised from the platform so that a piece of material 1.6 mm (0.063 in) thickness can fit between.
  • Class 7 (Radioactive) needs vibration test

         

Deminimus-

            Package must withstand with no damage

  • Drop Test – 5.9 feet (1.8 meters)
  • Stacking Test – minimum height of 10 feet (3 meters)

Packages going by aircraft-

            Packages containing liquids MUST be pressure tested.

  • Packing group I 250 kPa (36 psig)
  • Packing group II 80 kPa (12 psig)
  • Packing group III
    • 95 kPa (14 psig)
    • No less that 75 kPa (11 psig) for liquids of Class 3 or Division 6.1

Vibration Test – For one hour at a frequency that allows the package to be raised from the platform so that a piece of material 1.6 mm (0.063 in) thickness can fit between.

         

          

Lithium Batteries-

**Each person packaging lithium cells or batteries, including cells or batteries packed with, or contained in equipment in accordance with conditions and limitations much receive adequate instruction on these conditions and limitations, commensurate with their responsibilities.**

            Lithium cells or batteries, or lithium cells or batteries packed with, or contained in equipment that meets these conditions is excepted from the requirements in subparts C – H of part 172 in the 49 CFR and the UN performance packaging requirements under the following conditions and limitations.

  • Small cells / batteries by ground:
    • Watt-hour rating may not exceed 20 WH for a lithium ion cell or 100 WH for lithium ion battery.
    • Lithium content may not exceed 1 gram for lithium metal cell or 2 grams or lithium metal battery.
    • Lithium metal cells or batteries packed with or contained in equipment in quantities not exceeding 5 kg net weight, the outer package that contains lithium metal cells or batteries must be marked: “PRIMARY LITHIUM BATTERIES – FORBIDDEN FOR TRANSPORT ABOARD PASSENGER AIRCRAFT” or “LITHIUM METAL BATTERIES – FORBIDDEN FOR TRANSPORT ABOARD PASSENGER AIRCRAFT” or labeled with a “Cargo Aircraft Only” label.

         

  • Medium cells / batteries by ground:

No package testing necessary if outer package is marked: “LITHIUM BATTERIES – FORBIDDEN FOR TRANSPORT ABOARD AIRCRAFT AND VESSEL.”

  • Lithium metal cell – 5g max
  • Lithium metal batteries – 25 g max
  • Lithium ion cell – 60 WH max
  • Lithium Ion battery 300 WH max

          

  • Batteries packed with equipment or no equipment:
    • Drop Test -  1.2 meters
    • Vibration Test – For one hour at a frequency that allows  the package to be raised from the platform so that a piece of material 1.6 mm (0.063 in) thickness can fit between.

        

  • Lithium Batteries packed with or contained in equipment by air:
    • The number of batteries is limited to the minimum number required to power the piece of equipment, plus two spares, and the total net quantity (mass) of the lithium cells or batteries in completed package must not exceed 5 kg.

         

  • A package containing no more than 2.5 kg lithium metal cells or batteries or 10 kg lithium ion cells or batteries is not subject to the UN performance packaging requirements when the package displays both the lithium battery handling marking and the Class 9 label.  Does not apply to batteries or cells packed with or contained in equipment.

          

  • Lithium Batteries shipped or disposal or recycling by ground:
    • When packed in a strong outer packaging, needs vibration test and excepted from drop test if the lithium cell or battery meets the size, packaging, and hazard communication conditions and excepted from subparts C – H of 49 CFR part 172.

      • E - Labeling
      • F - Placarding
      • G – Emergency Response Information
      • H – Training
    • Package must be going by ground, packed in a strong outer packaging and going to a permitted storage facility or disposal site, or for purposes of recycling.

         

  • Low production runs and prototypes:
    • Annual production runs consisting of not more than 100 lithium cells or batteries, or prototype lithium cells or batteries transported for testing are excepted from package testing.
    • Each cell or battery must be individually packed in a non-metallic inner packaging, inside an outer packaging, and is surrounded by cushioning material that is non-combustible and non-conductive.

         

  • Lithium Batteries that weigh 12 kg (26.5 lbs) or more and have a strong, impact resistant outer casing or assemblies of such batteries, may be packed in strong outer packagings, in protective enclosures, or on pallets or other handling devices, instead of UN spec. packages.  The battery must be secured to prevent inadvertent movement, and the terminals may not support the weight of other superimposed elements.

         

  • Damaged, defective or recalled cells or batteries:
    • May be transported by ground or vessel only.
    • Each cell or battery must be placed in individual, non-metallic inner packagings, must be surrounded by cushioning material that is non-combustible and non-conductive and absorbent.
    • Package must be marked with “Damaged/defective lithium ion battery” and/or “Damaged/defective lithium metal battery.”
    • Drop Test - packing group I level.
    • Pressure Test – No less than 250 kPa (36 psig)
    • Stacking Test – 3 meters (10 feet) minimum stack for 24 hour period.
    • Vibration Test – Must be performed for one hour.

         

  • Lithium cells or batteries must be placed in non-metallic inner packagings that completely enclose the cells or batteries and separate the cells or batteries from contact with equipment, other devices, or conductive materials in the packaging.

         

  • Lithium cells or batteries packed with equipment must meet packing group II testing requirements.

         

  • Inner packagings containing lithium cells or batteries must completely enclose the cell or battery then be placed in an outer packaging.  The completed package must meet requirements of package testing at packing group II level.

         

  • Lithium cells or batteries must not exceed 30 kg (66 lbs) per package.
